David will provide a high level overview of all the legislative and agency policy issues currently facing the solar industry. He will outline the challenges, opportunities, and places where consumers advocates can get involved. David will focus primarily on the Minnesota State Energy Omnibus Bill, but will also touch upon relevant Public Utilities Commission dockets that are open for public comment. He will highlight where MRES and its members can get involved to help get as much solar in Minnesota as possible
David Shaffer is the Policy Director for the Minnesota Solar Energy Industries Association. He is an attorney licensed to practice law in Minnesota, a state sanctioned solar lobbyist, and a graduate from Vermont Law School. David’s work at MnSEIA has helped propel Minnesota’s Community Solar market to over two gigawatts of applications, he has helped push back against oppressive cooperative utility fees, and he has helped develop the rooftop solar market broadly through agency regulatory work.
